Budget Card for Registered Social Landlords and Housing Associations
The Budget Card is a flexible rent payment & collection solution.
It gives Registered Social Landlords (RSLs) and Housing Associations with fewer than 1,000 tenancies the opportunity to offer tenants choice in how they pay their rent.
The Budget Card is based around allpay.net's swipe card system, already trusted by over 750 UK local authorities and housing associations.
How the Budget Card Solution Works
Payment swipecards (as pictured above) are encoded and embossed uniquely for each paying tenant.
Once in receipt of their swipe card, tenants use their card as an identifier to enjoy the benefits of paying their rent at a time and a place that's easiest for them, using the payment method that suits them best:
- Over-the-counter at plenty of UK locations.
- By landline or mobile telephone 24/7
- By SMS text message 24/7
- Over the internet 24/7
Payments in cash are accepted at all over-the-counter payment locations with many of these also accepting payments by debit and credit card.
Payments can be made by telephone, text and internet using all major debit and credit cards. This feature can be restricted to cash and debit card only if preferred.
WebconnecT
Organisations offering the Budget Card benefit from having all transactional data made available the next working day over allpay's secure Internet based communication portal WebconnecT.
This allows posting of payments to revenue or housing management systems as a single data-stream providing a seamless, cost effective solution to rent collection.
WebconnecT can also be used to order new and replacement swipe cards. There is no minimum volume for these. Orders placed before 3pm on a working day will be despatched by first class post the same day.

By providing easy, accessible ways to pay, the Budget Card provides a convenient and cost effective way to help facilitate more timely and efficient rental payments to RSLs and Housing Associations.
"Cordale Housing Association transferred to the allpay.net payment collection system in January 2005. As a smaller Housing Association, of 300 properties, we were interested to see what the take up would be and the outcome was a great surprise!
Most of our tenants have access to a Post Office™ or convenience store connected to the allpay network and as these outlets are open for longer hours they can easily make payments at times convenient to them.
The system was so successful that shortly after its original implementation of over-the-counter payments, using a swipecard, we added the Direct Debit and Internet payment options to enhance the service level offering for our customers.
All in all, we have really seen an improvement with our rent figures since we introduced swipe cards, having a positive effect on our arrears, which has subsequently been invested elsewhere and I look forward to seeing what allpay.net has in store for the future."
